Rapp backs bond referendum for new Iowa penitentiary
Rep. Stephen Rapp of Waterloo called for a statewide bond issue to fund a new maximum security prison after the Fort Madison riot. He said the 140 year old facility endangers staff and inmates and urged November 1982 voter approval with an estimated $2 to $3 per year per resident for 20 years. The governor’s aide disputed inmate Gary Tyson’s death notes, saying Tyson did not warn of danger or seek relocation.
