Memorial spray paint bill sparks Cedar Rapids dispute

In Cedar Rapids a city bill of $474.20 for cleaning a street memorial to Jeffry Stewart drew protest. Stewart and his nephew were cited for graffiti after a cross with roses appeared on Ellis Boulevard NW for the teen who died in a Aug 6 crash. Stewart calls the memorial a tribute and says the case will go before a judge. The city says property defacement and clean up costs justify the charge and notes honorific tributes may be removed to protect public property.
