A space commission says Vasily Tsibliyev and Alexander Lazutkin caused the June 25 Mir docking crash during an unmanned spacecraft approach. Russia may fine the cosmonauts, dismissing claims of worn equipment as the cause. Michael Foale, aboard Mir, was not involved in operations. Also reports Hun Sen ignored Sihanouk’s peace appeal as Cambodian fighting spilled shells into Thailand.

The Clinton administration gave cautious approval to a deal returning control of a northeastern Bosnia radio transmitter to Karadzic backers in exchange for toned down anti NATO and anti U N broadcasts. A State Department spokesman noted the backers may not honor the bargain, but said the agreement would allow Biljana Plavsic to be heard in Pale and allied areas while enabling U N messages there.
