Registration rules expand voting eligibility citywide
Nearly 20 000 can be registered at the city clerk's office. Everyone must be newly registered this fall to vote regardless of previous voting or registration. Once a voter need never register again provided that he casts his ballot at least once in four years and notifies the commissioner of registration when he changes precincts. One registration makes a voter eligible for school county city special and national elections.
