City Senior Planner Dick Koach told the City Council that 64 year old legal questions over Shaver Park require clarification. Donors Fred H. Shaver Jessica D. Shaver John S. Ely Bessie S. Ely and Ella S. Olmsted funded land in 1914 with a condition for an 18 foot boulevard around the park. The road was never built and irregular boundaries complicate any road work. The council sent the issue to the city attorney to decide whether the city must honor the stipulations or can modify them.
