The proposed deal commits Cedar Rapids to 8.04 million for a parking ramp and related costs and 5.2 million for streetwork including a medical facility opening by January 1 2014. PCI will invest at least 40 million in the facility and ramp and employ 315 full time workers on January 1 2014 and five years later. The average wage excluding physician and COO salaries must be at least 18 dollars per hour.
