The Veterans Affairs Department cut hospital use by half over the last decade while maintaining patient outcomes. An AP study of 342,300 patients with nine serious chronic illnesses shows survival rose in five groups and stayed steady in four after shifting more care to outpatient settings.
A VA study of 1994 to 1998 across nine patient groups found survival rates rose in five groups and held steady in four. Hospital days dropped by about 50 percent on average, with 43 percent for congestive heart failure and 59.5 percent for major depression. ER visits fell about one third. Led by Dr. Carol M. Ashton, the work questions pre VI level of care, noting potential for broad reductions in hospital use.
