Town Suit On Paving Is Reversed

The State Appeal Board did not exceed its jurisdiction in dis approving a Mechanic sville street improvement project funded largely by special assessments. The Iowa Supreme Court reversed a Polk County District Court ruling, affirming the board can disapprove contracts paid for in substantial part by town funds.

Eisenhower denies briefing Kennedy on Yugoslavia jet sale

Former President Eisenhower said the decision to sell obsolete jet interceptors to Yugoslavia occurred after Kennedy took office. He recalled no White House approval before leaving in 1961 and said the matter involved state and defense departments.

X-15 Sets 3920 mph Speed Mark at Edwards AFB

Edwards AFB AP report states X-15 piloted by Joe Walker reached 3920 mph in 80 seconds with flaps down to limit speed. The run came close to the 4000 mph design cap as officials collected data through a cautious test. Friction heated flaps to 1100 degrees, wing leading edges to 1000, while the craft climbed toward 110000 feet in pursuit of high speed and re-entry challenges.

Architects for Junior Highs in Cedar Rapids Named

Cedar Rapids board of education completed land acquisitions for two new junior high schools in the northeast and northwest. A design contract was tentatively awarded to Kohlmann Eckman Hukill of Cedar Rapids for sites at Noel Ridge Park and a 23 acre Cedar Hills parcel. Purchases of Cedar Hills will proceed after sewer feasibility clears. The Noelridge site transfer from Marion district to Cedar Rapids, and a planned land swap for a First Avenue W and Fifteenth Street plot, are under consideration. Construction is 2 to 3 years away pending a bond issue.

Khrushchev offers to delay German peace deadline in Berlin talks

Premier Khrushchev proposes postponing the year end deadline for a German peace treaty if the West shows willingness to negotiate Berlin. In a six hour speech to the Soviet congress he claims Russia will lead a 50 megaton nuclear test, the biggest yet, while insisting the German problem be settled promptly. He warns war would destroy capitalism and urges a mutually acceptable settlement with West Berlin as a free demilitarized city.

Khrushchev delays Berlin deadline as tension lingers

The Khrushchev move to drop the Berlin deadline and promise a 50 megaton nuclear blast drew cautious analysis in Washington. The White House would not comment until more study. British officials warned Moscow still aims to squeeze the allies from Berlin while signaling a milder tone.
