Texan killer ends spree after 5 deaths and 6 hostages

Elisseo Hernandez Moreno, 24, of Mercedes is held on aggravated kidnapping and capital murder charges after a 5hour 160mile crime spree across southeastern Texas. Five people died including state Trooper Russell Boyd. six were taken hostage but freed unharmed. Bond set at 100000 for Moreno. additional charges expected.

Iowa three state universities face an average 17.4 percent tuition rise next year under a proposal by executive secretary R Wayne Richey.
