Washington AP government study shows fringe benefits boost total pay. In 1966 average with noncash benefits reached 3571 dollars vs 2450 with cash only. ERS notes 1967 minimum wage rules and debates to broaden coverage. Walter Sellers says 80 percent of farm workers receive some fringe benefits, with housing and meals common on larger farms. Wages rose over time, July 1 figures show 1.38 per hour in 1969 up from 1.29 in 1969 and 1.18 in 1968.
