President Carter secured major reform of the 95 year old civil service system. The bill creates a White House Office of Personnel Management and a Merit Systems Protection Board, limits federal hires, and introduces a Senior Executive Service for top managers. Republicans support aids passage.
A Senate Finance subcommittee recommended passage of the same $10.1 billion public works bill vetoed by President Carter. If compromise fails, funding would stay at FY 1979 levels. Four Carter-added projects are rejected. negotiations with the White House and House continue to seek a conference deal.
Cedar Rapids youths face charges over obtaining non operator identification cards by faking birth certificates to buy alcohol. The scheme exploited new birth certificate rules and a 19 year old threshold, prompting possible fines and up to 30 days in jail. The Linn County clerk of court investigation revealed the ruse, linking 17 and 18 year olds to forged IDs and misused documents.
Robert Strauss, head of Carter’s anti inflation program, says he is prepared to step aside for a full time administrator to lead the next phase. He notes no replacement has been named as a program lacks a defined structure. Carter will decide on the new plan this weekend at Camp David with aides.
