Parking in Cedar Rapids Causes Short Stop Parking Study
A Cedar Rapids reader reports that during 4 to 6 pm on a block between Second and Third avenues on Second Street, eleven of fifteen cars returned within ten minutes and nine of fifteen returned within twenty minutes, showing repeated short stops by office occupants, merchants, and shoppers. The letter suggests ten minute limits during congestion, or alternately asymmetric rules to balance quick sales with access, and proposes a block bound by Second Street and Second and Third Avenues with ten minute limits, plus longer limits on adjacent sides.
