Seven Deviations Revealed in Cedar Rapids Urban Renewal Audit
A federal audit of Cedar Rapids two urban renewal projects found seven deviations in payments and procedures, suspending 1634 in four cases. Planning Director Don Salyer in Tuesday's report said the city seeks lifting of the suspensions and noted the findings are less significant than earlier audits. The audit covers a five week period, with a formal report due in about six weeks. The largest deviation was a 1400 payment for weed cutting in 1966 at Cedar Lake, where bidding rules were not known to exceed 1000 at the time. Other deviations include 80 to a fixture appraisal contractor for work outside contract scope, 79 for rust proofing of planning staff cars, and 75 for extra title information. The council is expected to amend a contract with Linn County Abstract Co. for updated title searches. Procedural changes include recording rent losses formally, maintaining seven bookkeeping books, and creating a common account for both projects. The city has spent about 4.3 million on urban renewal efforts.
