The Defense Department issued a call for 495 doctors 154 dentists and 67 veterinarians to serve in the army air force and navy as part of a new military buildup. Of the doctors 275 enter the army 150 the air force and 70 the navy with dentists and veterinarians all entering the army.
Howard Green called at the General Assembly for the UN to compel nuclear powers to halt atomic and hydrogen weapon testing. He warned radioactive fallout in Toronto had spiked to 1000 times prior levels and urged the UN to act, including possible observer roles and a full international regime.
The Labor Department reports September unemployment at 4,085,000 and 6.8 percent of the labor force. Officials expect October to dip below 4 million with signs of improvement, noting declines in adult male and long term unemployment and hours cut for economic reasons. Total employment fell to 67,038,000.
In Red China President Corticos of Cuba completed a 10 day state visit to the Communist mainland and departed Peiping for Tokyo.
Eighteen boys fled the State Training School for Boys in Eldora on Monday with seven attacking supervisor Charles Mabbitt. Three of the last seven to escape were recaptured by Tuesday. The break began when eight boys removed a window screen and escaped during the night watch. The incident left Mabbitt hospitalized with head wounds. he received stitches and was released. Superintendent Anthony P. Travisono cited lack of fences and slow returns of earlier escapees as factors.
Tipton city council votes 4 to 1 to approve fluoridation of the water after mayoral veto and later signing issues. Councilman Howe initially abstains then votes for it on reintroduction, with E C Hodler voting no both times. Dr Otto Kruse argues fluoridation protects children's health as a preventive measure. The council plans to purchase and install needed equipment.
Senator B. B. Hickenlooper of Iowa says the United States can negotiate on Berlin without surrendering firmness. He urges fully protected access to Berlin and self determination for East Germans while honoring WWII treaties, warning against weakening to avoid provoking Khrushchev.
Mayor Jim Meaghan appointed five men to the Cedar Rapids Urban Renewal Board. Members include C. W. Garberson attorney. Earl R. Miller realtor. Louis J. Pochobradsky banker and land expert. George W. Turner Penick Ford employee. and James S. Vaughan vice-president of Square D Co and chair of the Citizens Urban Renewal Advisory committee. Terms run one year to Sept. 30, 1962. The board will review blighted areas and administer projects if initiated.
Doctors may decide Tuesday whether an immediate operation is needed to treat a suspected liver ailment that sent House Speaker Sam Rayburn to Baylor hospital Monday night. Tests led by Dr Robert Short Jr. will determine the next step as Rayburn remains serious but not in critical danger with visitors limited to family.
A Long Island railroad special transporting horse race fans struck a bumper at Belmont Park injuring between 15 and 25 passengers. Police estimate 25 injured with most injuries from being thrown against seats. The railroad noted initial reports placing about 15 at Meadow Brook Hospital.
Fowler Hamilton began his term Tuesday as head of the Agency for International Development. President Kennedy praised the appointment saying it starts a new top team and expressed high hopes for the agency’s future.
Captain Dick Merrill, a veteran of 41 years in commercial piloting, retires from official duties but plans to fly on. He recalls flying with ping pong balls to England in 1936 and 1937, earning the Harmon Trophy for a 1935- era Antarctic delivery, and notes he may hold the world record for flight hours. Merrill began in 1920 barnstorming, later becoming Eastern Air Lines No. 2 in seniority.
About 120000 Ford production workers walked off the job in a nationwide strike after failed contract talks with the United Auto Workers. The walkout, the first since 1941, halted work at 16 plants and threatened to shut down Ford's 85 plants nationwide. Negotiations resume after a 24 hour recess as both sides seek a settlement.
