Washington sources say the Kennedy administration limits on U S military growth aim to avoid provoking a Soviet attack and to prevent a permanent force build-up. The plan would raise troops from 2 5 million to 2 743 million with a 4 billion first-year cost as Southeast Asia deteriorates.
In Dandridge Tennessee an all male jury reversed its earlier verdict in a murder case stemming from the slaying of three officers in a mountain feud. The jury withdrew its guilty verdicts against four defendants and declared a mistrial amid questions of double jeopardy.
Reconnaissance planes identified a small fast building tropical storm Frances on the eastern Caribbean fringe and triggered a hurricane watch for the Virgin Islands. Gale warnings up to 70 mph extended from the Leeward islands north of Guadeloupe to St Martin and south of Guadeloupe to Dominica.
A light plane crashed in a thunderstorm Saturday night in Mineral City Indiana killing four people including father Robert E Berry and his sons John 8 and Byron 11. State police identified the victims as John R Aland of Vincennes the presumed pilot.
The National Civic Union urged that Trujillo family members in top military posts be expelled from the Dominican Republic until constitutional government is restored. The group also demanded dissolution of the secret police and release of political prisoners while Balaguer prepares to address the UN. The proposal named seven generals including Rafael Leonidas Trujillo Jr and two uncles Hector and J Arizmendi Trujillo. The party did not name Trujillo Jr directly but referred to him as commander of the armed forces.
Vice President Lyndon Johnson urged the United States and European allies to strengthen military forces amid the Berlin crisis. He spoke to U.S. reporters after meetings with Gen. Lauris Norstad and ambassadors Finletter and Gavin, praising progress and insisting partners must do more.
Ames resident Ragnvald Morken, 51, was killed Saturday night when his car left Highway 69, struck a tree, and caught fire six miles north of Ames. State highway patrol said he was alone and bystanders put out the blaze at the scene.

The White House said a multiagency team will tour Okinawa this week to study economic and social welfare issues of Ryukyu island residents. Carl Kaysen will head the mission, arriving a week after other members reach Okinawa. John H. Kaufman leads until Kaysen arrives.
Ten persons were injured in a head on collision on highway 2138 one mile north of Oakdale sanatorium at 8 50 p m Saturday. Vehicles driven by Bruce Peterson and William Mann collided head on. Eight occupants were students at the University of Iowa and several were listed in fair to critical condition.
Bonn reports Chancellor Konrad Adenauer appears set to form a new cabinet but may serve only temporarily. Free Democrats and CDU Bavarian wing seek a limited-term chancellorship, with Adenauer voicing no constitutional cap but doubts about a full four years.
