Former CIA official David Phillips said Cuban and Soviet officials in Mexico City saw Lee Harvey Oswald as a rook and did not encourage him to kill President Kennedy. Taxpayer Group to Appeal Ruling in Iowa Case

The Linn County Property Taxpayers Assn plans to appeal a Linn County district court ruling upholding the property issue equalization law as amended by the Iowa General Assembly last year. The case, initially brought by the county and Cedar Rapids along with others, challenges due process in notices for revaluation, following a state Department of Revenue order raising agricultural and residential property values and shifting burden away from commercial property. Judge Louis Schulz ruled the equalization notice adequate, and the association met Tuesday to decide on appeal, with the announcement Friday.
