Iowa Budget Outlook Improves But Risks Remain

A Des Moines survey finds 33 states face 17.5 billion in shortfalls, yet Iowa shows a positive balance now. Fiscal 2008 ending balance nears zero and Medicaid spending may exceed budget by up to 80 million, with tax receipts 2.2 percent above last year. A state panel will set revenue projections for the 2004 budget as Gov. Vilsack and the General Assembly plan. The projected shortfall stems from one time outside funding used to balance current accounts.

States report budget gaps as revenues miss forecast

National Conference of State Legislatures finds two thirds of states see falling revenues and more than half overspend relative to fiscal 2003 levels. A projected gap of at least 17.5 billion across states, with many relying on reserves or tax hikes. Iowa notes milder woes than others. New governors and turnover loom.
