Iowa City hospital quota plan wends through legislature
A bill to legalize the county quota system for the state hospital in Iowa City was laid before the legislature by Senator E R Hicklin. The plan would tell each county how many patients it may send yearly, with supporters arguing it reduces long waiting lists while critics warn of outside pressure and political maneuvering.
