Iowa Johnson County TIF review flags use as cash cow
A 16 page report by Gregg Henningsen says eight heavy TIF users in Johnson County export 23 to 62 percent of property taxes to non city taxpayers. Coralville dominates TIF valuation at 68.4 percent while smaller cities like Shueyville and Oxford rely on TIF for debt payments and water and sewer projects. He calls for sunset dates limits on TIF areas and tighter controls to curb shifting costs to outside taxpayers.
