Congress approves bipartisan bill aiding vets and contractors
The House and Senate approved a bipartisan measure that offers tax breaks for companies hiring jobless veterans and strengthens veterans training and counseling programs. It also repeals a 3 percent withholding on contractor payments set to begin in 2013 to help firms hire more workers. President Obama would sign into law as part of his jobs agenda.
