White House spokesman Jody Powell said the Carter administration is unlikely to relax the 7 percent wage standard. He rejected a Washington Post report that officials were considering loosening the guideline to cover fringe benefits. Powell noted President Carter had not heard of such a proposal and said reviews continue on the standard, with some options possibly tightening the rule.
