Investigators noted most students wore seat belts, but could not prove consequences without belts. The panel also suggested padding or recessing door levers to prevent lethal injury.

House backs trade bill to avert transatlantic clash

Congress sent President Clinton legislation to replace the Foreign Sales Corporation tax system after a WTO ruling. The $4.5 billion, 10 year bill aims to keep 6,000 plus U S firms competitive while staving off EU retaliation and a broader trade war. The House approved 316 72 and the Senate earlier backed it unanimously. Clinton expected to sign before Friday deadline. The measure also funds DC and authorizes military aid for Israel Egypt and Jordan.
