Mercy Medical Center in Cedar Rapids completed its first open heart procedure a year after state approval for a cardiovascular program. Iowa teachers union appeals ruling on collective bargaining law
The Iowa State Education Association and Davenport Education Association appeal a district court ruling denying challenges to House File 291. They argue the 2017 law creates two classes of public employees, restricts bargaining topics, and blocks payroll dues deductions. The appeal may go to the Iowa Supreme Court or the Appeals Court with a decision not expected before late 2018.
