The Discoverer XVII, first in a line of orbit changing satellites, launched from Vandenberg Air Force Base and completes an approximate 96 minute orbit. It can eject a recovery capsule near Hawaii and is designed to test engine restart to alter course if threatened.
Voters across the United States approved bond issues totaling over 3 billion dollars in the Tuesday elections. California led with a 1.75 billion Feather River water project to build the nation’s largest water system, including dams and aqueducts to San Diego. Illinois authorized 345 million for universities and welfare institutions. Kentucky approved a 100 million road park bond. New York voters approved a separate measure.
Diplomatic sources say members of the U.N. Conciliation Commission for the Congo may meet with Congolese President Joseph Kasavubu in New York before proceeding to the Congo. The Congo advisory committee will reconvene to set departure timing and may arrange a limited premeet with Kasavubu.
James M. Landis, named efficiency expert to President-elect John F. Kennedy, prepares reports on personnel changes and streamlining across several federal regulatory agencies. He and associates have worked on the plan for over six months and will present findings on December 15.
Mutinous military police seized Stanleyville in the Congo's Orientale province alleging support for ex Premier Lumumba. UN officials plead for restraint as local government ministries are toppled and civilians beaten. Rival forces and scattered loyalties leave the city paralyzed.
The Iowa Farm Bureau announced that the three year agreements at its hog marketing centers in Tipton Washington and Grinnell will be terminated. Director Gene Stadel said the program’s early success and statewide interest allow serving more producers quicker without contracts. Sales offices opened Oct 1 to sell hogs from the centers.

Senator Kennedy will continue withholding advance plans for Sunday Mass in line with private matter policy. After Hyannis Port church crowds, press coverage will rely on outside observation rather than preannouncement. Kennedy’s press secretary said he will reveal times and places only after worship.
Senator Henry M. Jackson announced Edward H. Foley of Washington as chairman of the inaugural committee for John F. Kennedy. Foley, a Washington attorney, previously served as assistant secretary of the treasury under Truman after consultation with the President-elect.
The United States charged Cuba's government unfair trials and executions of three Americans. Anthony Zarba Robert Fuller and Allan Thompson were executed after speedy trials for alleged armed revolt against Fidel Castro's government. The protest note cites inadequate appeals and a "Roman circus atmosphere" in Havana.
New Orleans school board president Lloyd Rittiner called Monday statewide public school holiday a circumvention of the law as the day set for integration nears. State Supt Shelby H Jackson declared the holiday and urged public schools to observe it, with Jackson noted as a staunch segregationist. Rittiner promised a board announcement before Monday morning.
Atty. Gen. William P. Rogers warned Saturday he will use the office to stop Louisiana officials from blocking court ordered integration of New Orleans public schools. He telegrammed Gov. Davis that any resistance to the federal court order will violate federal law. Rogers listed possible legal violations but expressed confidence that Louisiana officials will uphold the Constitution and cooperate with federal courts to maintain law and order.
Hostile camps mobilize for Monday seating of integration in New Orleans public schools. U S Attorney General W P Rogers planned Saturday night communications to Governor Jimmie Davis and Mayor deLesseps Morrison outlining the Justice Department stance. Morrison urged the legislature to act.
Archdiocese of New Orleans says Catholic schools will be integrated when public schools are. The city’s school board authorized admission of five Black first graders to white public schools this Monday under a federal order. Catholic schools are not bound by that order. Archbishop Joseph F. Rummel had announced Catholic schools would be integrated no later than public schools.
