Iowa foster care system shows poverty linked neglect cases
In 2016 Iowa DHS received over 50 000 reports of alleged child abuse, but only 6 368 were confirmed. Denial of critical care, a broad neglect category, comprised 65 percent of cases and is tied to poverty and access to services. Demographic disparities show more children of color in foster care than in the general population. Four Oaks and others seek more diverse, multilingual foster families while noting worker diversity as a factor in outcomes.
