Blue Jay Charter Co of Homestead says customers who paid for a charter bus to the Amana Colonies 1988 World Ag Expo in September will receive their money back. The notice appears on page 2A of the Iowa section.

Shaker Nassif of Cedar Rapids admitted importing more than a kilogram of heroin from Lebanon, facing at least 10 years or a possible life term. He pleaded guilty to four charges, with other counts dropped, and surrendered the southeast side home and a vehicle.
The Nuclear Regulatory Commission fined Iowa Electric Light and Power 50000 for missing a November 30 1985 deadline to assure reliability of electrical wire splices in the Palo nuclear plant containment area. The agency also fined Commonwealth Edison 150000 for similar problems at the Quad Cities plant. Nine other utilities faced penalties recently for related equipment issues. The base civil penalty is 150000, reduced for IE due to prompt corrective action and past performance. The NRC stressed the splices must withstand post accident heat humidity and radiation. An April 1987 inspection noted nylon insulated connectors were not adequately tested for post accident criteria and aging effects.
George Bush attacked the race citing a Boston Herald headline calling Massachusetts budget problems a mess as he campaigns in Fairfield Connecticut. Michael Dukakis said Bush was slipping while surging and CBS polls showed a seven point lead narrowing as many voters remain undecided four days before Election Day. Dukakis urged supporters from Queens to Lexington to ignore pundits and polls and predicted the race would be decided by a nose. Campaign fundraising hit a reported 54 to 56 million, a Democratic high.
The Labor Department reports unemployment at 5.3 percent in October, a 14 year low, with 325,000 new jobs. Manufacturing jobs rose 99,000, the largest since February 1984, though cautions note possible seasonal overstating of cannery gains.
Moscow says withdrawal is paused and the Afghan army will receive more powerful weapons amid intensified guerrilla activity. A deputy foreign minister notes Geneva accords remain the framework and the Feb. 15 deadline could be extended.
