The Pentagon aims to test an experimental three stage winged rocket dropped from a B 52 to place up to 600 pound payloads in orbit from high altitude. The Lightsat program seeks cheap rapid launches for spy and communications satellites, but faces internal and congressional scrutiny over secrecy and viability.
The United States and the Soviet Union failed to complete one or two of three modest arms control agreements hoped for at the Moscow summit. Officials said no major breakthroughs were anticipated, though some progress might occur. President Reagan voiced cautious optimism about possible long range nuclear reductions later this year. Negotiations over missile launch notifications stalled as Moscow offered broader naval and air operation controls. Verification talks on a 1976 peaceful nuclear explosions treaty also faced delays. Powell noted no major disputes but said time may run out for signatures. A third pact on joint verification experiments faced technical issues. The Soviets warned they might halt Afghanistan withdrawal if Pakistan aids Afghan rebels.
