Narrower panhandling law eyed by Cedar Rapids council
Cedar Rapids city council sent a proposed aggressive panhandling ordinance back to Public Safety with a plan to narrow scope. Supporters say the rule would curb dangerous, disruptive behavior at busy intersections and near ATMs, while others push for enforcement via existing criminal laws or a Bettendorf style registration for campers. If moved forward the ordinance would ban aggressive panhandling near banks, ATMs, private property without consent, and at controlled intersections, with permits for certain fundraisers.
