Cain seeks military rule of atomic program
Cain proposes abolishing the present civil atomic commission and turning development over to an eight man board led by defense and service secretaries along with top staff and a scientist. Senator Vandenberg opposes civilian control, while President Truman notes progress under civilian management. Hickenlooper backs civilian control despite criticisms of Lilienthal.
