Man in Iowa City sought $30 to return lost phone
Police say Kevin L. Asti 38, a transient with no address, demanded $30 to return a lost cell phone. He is charged with extortion, a Class D felony, with up to five years in jail and a $7,500 fine. Officers encountered Penro at about 1 a.m. after a car occupant reported the lost phone and conversations about its return.
