The advisory council on social security urged extending federal old age insurance to private religious charitable and educational workers. William S. Buchly, a White House mail room worker, was arrested and charged with petty larceny after authorities found three marked $1 bills on him. Investigators say he carried on a yearlong scheme stealing gifts sent to President and Mrs. Roosevelt, with a truckload of items recovered from his home. possible further charges for tampering with the mails may follow.
