Blumenthal Rejects Constitutional Budget Amendment
Treasury Chief W Michael Blumenthal told a Senate panel that a constitutional budget balance amendment is ridiculous arguing slippage in the economy would force tax or spending shocks and deepen recession. He noted the Carter administration aims to balance the budget quickly but not via a constitutional mandate. Sens McClure and DeConcini urged a vote to send an amendment to the floor in June. Also noted is the 1455 Battle of St Albans from the War of the Roses.
