Wheat Referendum Defeat Signals Shift in Farm Policy
Wheat-Jean Federation praised the referendum as a turning point opening congress to solve the wheat surplus within the market system. The plan would have cut 1964 plantings 10 percent, paid about 300 million dollars to idle land, and reduced price supports from 2 dollars to around 1.25. The defeat suggests farmers favor less federal interference and a change in national farm policy toward market adjustment.
