The essay argues Roosevelt's 50 000 plane goal is misdirected. It contends the core need is a mobile, rapid force of air and land units to deter a western hemisphere base invasion. It notes the plan's limits include only 200 long range bombers and questions Latin airfield pacts and border field feasibility.
