Leach Aids Proposed U S Soviet Union Student Exchange
Representative Jim Leach and Senators Kerrey Bradley urge a five year exchange program linking United States and former Soviet republics. The plan would draft 50 000 high school students 2 000 college students 300 graduate students and 2 000 small business managers to study and work in the U S over five years with Iowa State University and the University of Iowa likely to participate. Funding would come from existing federal programs not new money. Senator Harkin backs such an exchange as a strong investment.
