Charles Innis Jr., 25, son of a Massachusetts Republican official, gouged out his eyes in a Maryland jail cell while under a powerful animal tranquilizer known as THC. He was found nude near a friend's home, arrested, and underwent surgery at Maryland General Hospital with officials warning he would be blind.
Des Moines Iowa a joint legislative appropriations sub committee unanimously approved a 1370000 budget for the utilities division of the Iowa Commerce Commission for the next biennium. The amount matches the commission request and is 270000 more than the current allocation. Executive secretary Ed Story said the funds will permit hiring adequate staff amid prior criticism of delays in utility rate cases.

The National Farmers Organization files a 125 million damage and antitrust suit in federal court in Kansas City against Mid-America Dairymen Inc AMPI and Associated Milk Producers Inc plus Beatrice Foods and Boswell Dairy as co conspirators The suit covers Iowa Wisconsin Minnesota Illinois Missouri Kansas Nebraska Oklahoma Arkansas and Texas alleging price fixing and market exclusion since 1964 and accusing the firms of illegal mergers and coercion to steer raw milk buyers away from the NFO.
Xerox Corp disclosed that its representatives visited Peking in search of trade with Communist China. President C. Peter McColough announced the move at the annual meeting in Webster New York. State Department officials said they had no prior knowledge of the contacts and learned of them from news dispatches.
The Peace Corps said Bolivia has asked the agency to withdraw within 90 days. It cited no specific reasons, noting Bolivian press accusations of imperialist spying and sterilization.
