Paving project may be dropped in Cedar Rapids

Cedar Rapids Public Improvements Commissioner Wayne Murdock urged the City Council to drop one of six projects in the 1981 concrete paving program after a public hearing showed strong opposition along 33rd Avenue SE from Outlook Drive to Bowling Street SW. About 80 percent of area property owners opposed the project. 45 written objections were filed. four favored it, two later withdrew. The proposal estimated at 82,084 dollars would assess 30,708 dollars to property owners. Opponents argued higher costs and doubts about traffic, while supporters cited drainage and safety needs. The hearing also covered 41st Street NE from C to E Avenue, where only 30 percent of owners favored paving despite claimed erosion and dust issues. The 41st Street NE project would cost 90,614 dollars, with 24,443 dollars to owners and city funding the rest. sewer and water improvements would be city funded. One resident, Dave Stone, argued paving would not increase property values and could harm yards, though he supported sewer upgrades. An 11-person petition opposing the 41st Street NE project saw one withdrawal. Jack Smith also opposed due to cost but might reconsider if done correctly.
