Vilsack Signs Budget Plan Amid Vetoes and Warnings

Iowa Governor Tom Vilsack approved most of the GOP fiscal 2005 spending bill Senate File 2298 a 4.46 billion general fund package and 380 million in one time transfers beginning July 1 He issued 65 item vetoes to strike unsupported provisions and warned the budget is inadequate potentially leading to layoffs and stalled tax decisions for next session He cited Highway 100 right of way provisions as part of the action in Des Moines.

Iowa Legislature approves fiscal plan balancing growth and reserves

The budget signed by Gov. Vilsack designates 4.46 billion in general funds and 380 million in other authorizations. It shores up the cash reserve by a small margin, boosts K-12 funding by 109 million next year and 93 million the following year, and adds 5 million each for public safety and corrections. It also increases community colleges 4 million, tuition grants 1.9 million, and National Guard scholarships 1.8 million, with 160 million for local property tax credits, though short of full funding by about 18 million.
