Tax cut faces clash over income and Social Security
Congress tentatively approves a 19.4 billion tax cut likely to reduce income taxes but not Social Security payroll deductions. The budget, $498.8 billion, envisages a 19.4 billion cut in either income or Social Security taxes or a mix, with debt ceiling and deficit figures also on the table.
