Iowa lawmakers pass a 9.425 billion budget for the next fiscal year starting July 1, funded partly by reserve surpluses to cover an estimated 917 million shortfall as revenues are projected to fall from income tax cuts. The Revenue Estimating Conference predicts about 8.5 billion in next year’s receipts, up 478.1 million from this year.
Rep. Gary Mohr of Bettendorf says using savings was always part of the budget as GOP leaders push a bill to limit pipelines and 2A changes. A $2 billion general fund surplus and $4 billion Taxpayer Relief Fund exist to cover revenue shortfalls from the income tax cuts. The governor is expected to sign the bill.
Regent system universities report rising graduation rates with 60 percent of University of Iowa Iowa State University and University of Northern Iowa undergraduates finishing a four year degree up from 52 percent four years ago and 35 percent twenty years ago. Six year graduation sits at 74 percent up from 66 percent two decades ago. Three year completion remains rare but has risen to 6 percent, led by the University of Northern Iowa.
Iowa State University president Wendy Wintersteen, the first woman to lead ISU, announced plans to retire in January 2026 after eight years in office. She asked the Iowa Board of Regents to begin a national search, with an executive search consultant to be hired and a search committee formed, to report back at the June board meeting.
