Iowa Governor urges export push to ease balance of payments
Gov. Robert D. Ray told about 100 at Cedar Rapids that America faces a vulnerable balance of payments due to oil dependence. He urged expanding exports, boosting agriculture, establishing foreign trade offices, and avoiding harms to farmers from middlemen while stressing Made in America and Made in Iowa as competitive symbols. Virgil V. Grant of Caterpillar warned that devaluations opened opportunities yet federal quotas and taxes threaten U.S. exports.
