Iowa criminologist urges parole reforms to curb favoritism
Prof. Fred E. Haynes of the University of Iowa calls for a permanent parole board and more trained agents to improve parole decisions. He notes three inspectors cannot vet all inmates and argues parole, if well managed, is cheaper than expanding prisons. He cites Fort Madison with 1,506 prisoners, 1,200 cells, and the need for greater turnover.
