Hunter R. Rawlings III, 43, named University of Iowa's 17th president, to begin Aug. 1 with a 143000 dollar salary. He is currently vice president for chemical affairs and research and dean of the System Graduate School at the University of Colorado. He is praised as a capable scholar administrator able to handle diverse personalities and maintain high academic standards. The Regents announced the appointment after interviews in Des Moines and closed-door deliberations. Rawlings offered and accepted the post by phone from Boulder.
Duffey Strode, 10, was suspended for the fourth time for insubordination after refusing to stop preaching outside Eastfield Elementary School in Marion North Carolina Assistant Principal Shirley Ramsey watched. Siblings Matthew five and Pepper six also face suspension and their mother Robin Strode said they will likely be suspended again when they return to class.
Gov Terry Branstad vetoed a plan to curb doctor malpractice costs, saying it shifts the burden to taxpayers and may worsen the crisis. He urged a $250,000 cap on non economic losses and pressed for a state funded pool with a hospital fee surcharge proposal. The measure would have required private insurance for the first 500000 in damages with a state pool covering excess up to five million.
The Senate advanced an 83 to 6 plan to expand armed forces role in drug enforcement at the border as part of a 299.5 billion defense bill. Reagan backed the amendment, though Pentagon officials warned of diverting the military from national defense. Civil libertarians warned against civilian policing by troops.
Cedar Rapids officers dressed in coveralls and armed with shovels investigated a freshly dug dirt mound found by mushroom hunters off Old Ely Road. Despite scientific materialism, astrology and folk healing have a prominent Soviet place with a license and affiliation to the Peace Committee.
