Road rules of years past
More than a century ago Iowa required all able bodied men 21 to 45 to work two days annually on roads. District supervisors oversaw workers and could accept a substitute, with penalties for idleness or missing work. Workers supplied tools and teams, earned a certificate exempting road taxes, and penalties funded road upkeep.
