USDA still plagued by civil rights problems study
An eight million government commissioned review found ongoing discrimination at the Agriculture Department. The Farm Service Agency showed the sharpest gaps with minorities receiving far fewer loans and outreach efforts deemed insufficient. Secretary Tom Vilsack said 94 percent of 234 recommendations are in place to improve staff training and reduce loan barriers.
