House panel rejects tying fuel tax hike to railroad plan

DES MOINES—In a 18-14 vote the House Ways and Means Committee refused to couple a motor fuel tax increase with a plan to issue up to 300 million dollars in railroad bonds. The panel also advanced a cigarette tax rise to 18 cents and left the fate of the rail measure to Senate action amid partisan debate on funding rail infrastructure.

Senate alters inheritance tax law in Iowa

Iowa Senate approved a bill to raise exemptions and shorten deadlines for inheritance tax filings. The measure, passed 42-5, would lift survivor and child exemptions, raise the minimum taxable estate, and cut filing time from 12 to nine months. The plan aims to boost next year revenue by about 9.1 million despite future costs. Senator Rush and Senator Carr criticized the bill as helping wealthy estates. Senator Craft defended the changes as benefiting middle income Iowans. The bill moves to the House, with 1983 fiscal impact projected at 8.1 million in losses.
