The penalties include fines ranging from $10 to $75 plus costs for offenses such as license violations studded tires defective equipment crossing medians and driving on new pavement.
President Idi Amin said in a telegram to Commonwealth Secretary General Shridath Ramphal that if a London hotel cannot host his 250 person retinue, arrangements should be made for him to stay at Buckingham Palace. He urged Queen Elizabeth II to relinquish permanent head status, proposing rotation among Commonwealth leaders.
