Luke Helder, 21, from Minnesota, faced Chief Magistrate Judge John Jarvey in Cedar Rapids on criminal complaints alleging he placed pipe bombs in mailboxes across Illinois to Colorado between May 3 and 6 injuring a 70 year old Tipton resident. He was ordered held without bail pending a May 22 preliminary hearing.
