Cedar Rapids city spending in this budget year is 73 percent higher than the original plan adopted 14 months ago due to the June 2008 flood. The overall budget rose from 379 million to 655 million with flood related costs and federal state funds. City Manager Jim Prosser and Finance Director Casey Drew told the City Council the amendment reflects flood funding and debt refinancings, with council set to approve before June 30. Kris Gulick called this the largest budget amendment in the city's history.
