Legislature Sets Sights on Iowa Property Taxes

The Iowa legislature moves toward final weeks of the 1977 session with a focus on property taxes. Senate debate may start on a compromise bill expanding homestead and ag land tax credits and halting the phaseout of personal property tax. The bill also caps annual district assessment increases at 7.5 percent, a version of Gov. Ray's plan. If stalled, Rep. Lowell Norland proposes his own assessment plan tying farmland and residential growth.

Legislation aims to curb next fall’s biennial equalization order by shifting farmland assessment to 100 percent productivity to match residential increases. Norland backs aligning agricultural and residential tax growth, while Millen decries inaction and Hultman sees relief if a tax bill advances. A separate Waukon crash injures a two year old, Sherry Halverson, with minor hospital notes available.

Tenant advocacy groups file Iowa City housing ordinance proposal

Proponents from the Tenants United for Action Citizens Housing Center and Iowa Public Interest Research Group filed a tenant landlord ordinance with the Iowa City clerk. They seek 2 500 signatures to force city council action or place the measure on November ballots. The plan would let tenants withhold rent for code violations prohibit landlord retaliation against unions and ban housing discrimination based on sexual orientation. The proposal faces legal hurdles over contract form requirements versus state law and would not apply to Coralville residents or University of Iowa housing.
